Victo Ngai (Ngai Chuen Ching) is an illustrator / artist based in Hon Kong. His work is kinda reminiscent of Henry Darger.
Iain MacArthur makes these (amongst other more colorful things). He lives in Swindon, UK. Sweet, right?
